1Interpretation
1解释
InthisAct,unlessthecontextotherwiserequires-
本法中，除非另有规定-
citizenmeansacitizenoftheRepublicofVanuatu;
“国民”指瓦努阿图共和国国民；
DirectormeansDirectorofVanuatuImmigrationServicesappointedundertheImmigrationActNo.17of;
“主管官员”指根据《移民法》（年第17号法律）获委任的瓦努阿图移民局主管官员；
holdermeansapersoninwhosenameandtowhomaVanuatutraveldocumenthasbeenissued;
“持有者”指藉本人姓名获签发一本瓦努阿图旅行证件之人；
MinistermeanstheMinisterresponsibleforInternalAffairs;
“部长”指对内政负责的内阁部长；
PassportmeansadocumentthatisissuedbyoronbehalfoftheGovernmentofanycountryforthepurposeoffacilitatinginternationaltravel.Itshowstheidentityandnationalityorcitizenshipofaperson,butdoesnotincludesuchadocumentthathasexpiredandisincapableofbeingrenewed,orthathasbeencancelled;
“护照“指由一国政府或政府之代表为便利国际旅行而签发的证件。护照表示了某人的身份与国籍，或其公民权，但过期的、无法更新的或被撤销的护照不在此列。
PublicServiceCommissionmeansthePublicServiceCommissionreferredtoinArticle59oftheConstitution;
“公务人员叙用委员会”指《宪法》第59条所提及的公务人员叙用委员会；
Vanuatudiplomaticorofficialpassportmeansadiplomaticorofficialpassportissuedundersections4Aand5;
“瓦努阿图外交或公务护照”指根据第4A条和第5条签发的外交或公务护照；
VanuatupassportmeansaVanuatupassportissuedundersections4and5.
“瓦努阿图护照”指根据第4条和第5条签发的瓦努阿图护照。
VanuatutraveldocumentmeansaVanuatupassport,Vanuatudiplomaticorofficialpassport,certificateofidentityortraveldocument.
“瓦努阿图旅行证件”指瓦努阿图护照、瓦努阿图外交或公务护照、身份证明或旅行证件。

3DelegationofthefunctionsorpowersofthePrincipalPassportOfficer
3首席护照官权责的授予
(1)Forthepurposesofthissection:
(1)出于本条目的：
officermeansanyofficerofthePassportsOffice;
“官员”指护照办公室的任何官员；
overseasrepresentativemeansanyofthefollowing:
“海外代表”指任何下列人员：
(a)aheadofmission(otherthanaconsulgeneral)appointedundersection2oftheForeignServiceActNo22of;or
(a)根据《国外机构法》（年第22号法律）第2条任命的使团首脑（而非总领事）；或
(b)aconsulgeneralappointedundersection7oftheForeignServiceActNo22of;or
(b)根据《国外机构法》（年第22号法律）第7条任命的总领事；或
(c)ahonoraryconsulappointedundersection13oftheForeignServiceActNo.22of.
(c)根据《国外机构法》（年第22号法律）第13条任命的名誉领事。
(2)ThePrincipalPassportOfficermay,inwriting,delegatetoanyofficeroranoverseasrepresentativehisorherpowersorfunctionsunderthisAct,otherthanthepowerofdelegation.
(2)首席护照官可以书面形式将自己在本法之下的权责授予任何官员或海外代表，但此授权之权力除外。
(3)Thedelegationmaybemadegenerally,orinrespectofaparticularmatterorclassofmatters.
(3)可以概括授权，也可以就某一宗具体事项或某一类事项授权。
(4)ThePrincipalPassportOfficermayatanytimerevokeorvaryadelegation.
(4)首席护照官可随时撤回授权，或变更授权。
(5)AdelegationdoesnotpreventthePrincipalPassportOfficerfromexercisingthepowerorfunctionthatheorshehasdelegated.
(5)授权并不妨碍首席护照官行使已授予他人之权力。
