第三章 中国期货公司发展新动态
年，期货公司经历了冰火两重天。尽管上半年期货公司总体利润同比大幅上升，但在股市发生异常波动之后，相关政策的出台对期货公司经纪业务产生了较大的不利影响。可喜的是，在传统经纪业务陷入瓶颈时，期货公司的创新业务取得了突破性的进展：在松绑“一对多”业务后，期货公司资产管理业务规模大幅上升；期货与保险相结合的模式也得到了进一步探索。同时，年还是期货公司的上市元年，7家期货公司分别在新三板和港股市场挂牌上市。有关期货公司次级债的规定正式出台，期货公司的融资渠道进一步拓宽。此外，期货在线开户云平台正式上线试运行，期货互联网业务也在原有的基础上有所突破。“走出去”战略同样取得进展，12家期货公司在境外设立或收购了子公司。
wasarollercoasterrideforfuturesfirmsinChina.Whilemostfuturesfirmsachievedremarkableyear-on-yeargrowthinprofitinthefirsthalf,theirbrokeragebusinesswashamstrungtoasignificantdegreebyanumberofpoliciesdesignedtocountertheabnormalstockmarketfluctuationsinthesecondhalf.Fortunately,whilefuturefirmshavehitabottleneckwiththeirtraditionalbrokeragebusiness,theyhavemademajorbreakthroughsininnovativeservices.Forexample,theassetmanagementbusinessoffuturesfirmssoaredafterrestrictionsonthecurrent“oneinvestmentaccount,multipleinvestors”setupwererelaxed;andexplorationswerealsomadeinmatingfuturesproductswithinsuranceproducts.Moreover,alsomarksaneweraforChinesefuturesfirmsassevenofthembecamelistedeitheronNationalEquitiesExchangeandQuotations(“NEEQ”,knowndomesticallyastheNewThirdBoard)orinHongKong–afirstforChinesefuturesfirms.Furthermore,futuresfirmsbenefitedfrombroadenedinvestmentchannelsfollowingtheofficialreleaseofrulesonsubordinatedbondsoffuturesfirms;andtheirweb-basedbusinessalsomadebreakthroughswiththelaunchofpilotcloudplatformforfuturesaccountopening.Lastly,progressonthe“goingglobal”strategystartstoshowas12futuresfirmsestablishedoracquiredsubsidiariesoverseas.
3.1期货公司创新业务迅速发展
资产管理业务方面，在年12月中期协颁布并实施的《期货公司资产管理业务管理规则（试行）》中，降低了期货公司开展资产管理业务的标准，同时松绑了期货资管的“一对多”业务。4月16日，中国期货业协会公告通知，明确期货公司及其资产管理产品可以进入银行间债券市场。期货公司资产管理产品的投资渠道得到进一步拓宽。
Withrespecttotheassetmanagementbusiness,theAdministrativeRulesfortheAssetManagementBusinessofFuturesFirms(TrialImplementation)releasedbyChinaFuturesAssociationinDecemberhasmadetwoimportantchanges.Firstly,ithasloweredtherequirementsforengaginginassetmanagementbusinessbyfuturesfirms.Secondly,ithasrelaxedexistingrulesonthe“oneinvestmentaccount,multipleinvestors”modelinfuturesassetmanagement.ApublicannouncementissuedbyChinaFuturesAssociationonApril16confirmsthatfuturesfirmsandtheirassetmanagementproductsarepermittedtoenterintointerbankbondsmarket,furtherexpandinginvestmentoptionsfortheassetmanagementproductsoffuturesfirms.
在政策支持及行业前期积累的双重作用下，年期货公司的资产管理业务迎来井喷式发展。根据中国证券投资基金业协会统计，截止至12月31日，期货公司资产管理业务规模总额为亿元，相比年全年增长.21%。已具备资产管理资格的期货公司共有家，另有83家期货公司办理了业务登记备案。其中，资产管理规模排名前20名的期货公司管理规模共计.05亿元，占比达83.16%。深圳天风天成资产管理有限公司与南华期货股份有限公司的资产管理规模超过了亿元。

8月11日，中国证券业协会、中国期货业协会、中国证券投资基金业协会联合发布《中国证券期货市场场外衍生品交易商品衍生品定义文件（年版）》及配套交易确认书，以正式文本形式对场外商品衍生品交易的相关定义进行规范，并对场外商品衍生品交易双方的权利和义务进行明确解释和认定。该文件的出台将进一步促进和规范场外商品衍生品市场发展。
